If I ruled the world, not only would people need to pass a test and pay a fee to become parents, they would also need to complete a practicum.

Licensed...
If I ruled the world everyone would have to get a license before they were allowed to have children.
Both potential parents would have to pass tests. Individually and as a couple. They would be expensive too (payment plans would be available). Each child would need a separate license and each license has to be paid in full before another will be issued.
Enforcement? I rule the world. I don't deal in details.

The Greater Good...
If I ruled the world, every decision would keep in mind the greater good. The choices might not always be popular (China, I'm looking at you), but the long term results would be a better life for every person in the world.

Weather or not...
If I ruled the world the weather would obey me. Me do you hear? And only me! BWAHAHAHAHAHAHA!
What? Oh. Sorry. I got a little drunk on my power.
If I ruled the world I would fund serious scientific research into the environment and the changes that are happening. Then, when data were in and reports were written and given to me, I would study the reports and make a decision.
What decision you ask? Well, I'm not going to tell you because I don't know until I have all the information, but it will probably involve the phasing out of cars and the return of animal powered forms of transportation. Or something equally radical.
